If it is a major incident or accident it eventually finds its way to the TSB as stated above, but in most cases it is just reported on the CADORS system (Civil Aviation Daily Occurrence Reporting System) Link below. If it was severe enough to generate a report you should find the information in there. Try typing Price Rupert into the search and good luck. If there was an emergency landing, the incident would almost certainly have generated paperwork for review by Transport Canada officials, however unless it was a major incident (people injured or a major mechanical failure) it probably wasn't a huge investigation. Usually they are only made available to the general public if anyone was hurt or killed. An emergency landing is simply one that was not really scheduled. If every one of those was investigated, there would be nobody left to investigate real problems.
