There has to be one on the inlet side of the meter. I believe that one time there used to be one incorporated in the elbow at the top of the pipe before it comes into the building needing a special key to turn it.

It should be at the point of entry ,Or very close to it.

It should be next to the meter by logic so it could be a "slave" meter being fed from a main one. Contact your gas supplier as this an accident waiting to happen if you develope a major gas leak!!! It needs to be dealt with as an emergency as you have no visible means of isolating the boiler if a fault occurrs.

That is scarey are you sure they installed one? Call the person that sold you the house and tell them what is going on and he can come in with the contractor if necessary and they will locate it for you.
